POEM - Policy Options to engage Emerging Asian economies
in a post-Kyoto regime


The main aim of the POEM project is to contribute to knowledge on different ways of reaching both development and climate objectives in India and China. It is the hypothesis of the project that it is possible to achieve both objectives only through a combination of policies and measures encompassing from international level to national level supported by committed international cooperation.

The methodology of the project is based on the development and assessment of policy options, including combinations of international and national policies, and institutional frameworks for international cooperation under a post-2012 regime. A number of different computational models is the primary tool that will be used. The project is based on the application of an integrated modelling framework, and the study will use this integrated modelling framework in order to explore possible multiple pathways contributing to climate action without compromising development priorities.
