Policy for the distribution of information via the World Wide Web

se also Responsibility for the use of Chalmers' computers and computer network resources

General

Chalmers makes extensive use of the World Wide Web (www) as an information medium. The information distributed via computers linked to the Chalmers computer network is an integral part of Chalmers' public image and the quality and content are crucial to how Chalmers is perceived externally.

A fundamental task of universities and colleges is to promote free and open debate and a free exchange of thoughts, ideas and other information and as part of this Chalmers would like to give all its employees and students the opportunity to publish their own www pages. The distribution and receipt of information should take place within the framework of the laws that exist in society and the rules in place at Chalmers.

To ensure that information presented according to the above is not perceived as having been examined or approved by Chalmers, it is important to distinguish it clearly from the University's official documents.

Information via www

There are two types of www pages at Chalmers:

  • Official www pages used by the central administration, schools and departments/equivalent for the presentation of a particular unit and its activities.
  • Unofficial www pages, where employees, students, associations etc. can present themselves.

All pages should comply with this policy. The distribution of information via computers linked to the Chalmers computer network should also comply with current laws and rules as well as the ethical rules for SUNET and acceptable use policy of SUNET.

Rules for official www pages

In the case of official www pages, the information should conform to the Chalmers graphic profile. The department's (or equivalent) homepage should be in Swedish and English. Other official pages should be in at least one of these languages and it is desirable that as much information as possible is presented in both languages. Documents in English should be proof-read before being published. Good Swedish should be used. If information is presented on several pages, clear references should be given to these pages. Before a page is published, a check should be made to ensure that "links" are working and that the page contains correct, up-to-date information. An information officer should be appointed at each school/department.

The following may be published on the Chalmers official www pages:

  • Information about Chalmers' activities
  • Information about and from associations linked to Chalmers.

Each page should contain the following information:

  • A clear indication of Chalmers affiliation
  • A clear indication of school and department affiliation (equivalent)
  • The source or the author/compiler
  • The person responsible for the information
  • The person responsible for the technical aspects, e.g. webmaster@department.chalmers.se
  • Update details
  • Links to Chalmers and the school's homepage

The director of public relations bears overall responsibility for official www pages. The person usually responsible for activities at a school or department/equivalent, normally the dean or head of department/person in charge, is responsible for ensuring compliance with the rules. The Public Relations and Press Office is involved in an advisory capacity.

Rules for unofficial www pages

Being allowed to publish unofficial www pages is subject to certain rules. When making a collective and objective assessment, consideration must be given to whether the pages could be felt to have a negative impact on the work being done at Chalmers and/or harm the good name and reputation of Chalmers.

  1. The unofficial www pages should include a link to a standard disclaimer text, the formulation of which is enclosed. The link is set up through the Disclaimer text found on each web page. It should be clearly stated on each page who is the author/compiler of the page.

  2. The unofficial www pages may not contain or present material which is in contravention of current legislation (e.g. incitement, agitation against an ethnic group, child pornography, unlawful presentation of violence, defamation, insult or breach of copyright).

  3. The unofficial www pages may not contain material which is denigrating or insulting.

  4. The unofficial www pages may not contain political, racist or religious propaganda.

  5. The unofficial www pages may not be used for commercial purposes. In those cases where co-operation is to the benefit of Chalmers it is permitted to display a company's logotype or name and from there have a link to the company.

  6. The unofficial www pages may not contain the Chalmers logotype or emblem. Exemption is granted for the dissemination of material published with the Chalmers logotype and possible emblem (e.g. dissertations).

  7. Access to unofficial www pages that generate heavy traffic and which result in an excessive load on the servers can be limited or, alternatively, closed down following consultation with the student/employee.

Liability and authority

Chalmers is responsible for computer resources - including web servers - and their content, which are used by and provided for the benefit of employees and students. The dean should work actively to ensure compliance with the web policy. Operative responsibility for the content of the website rests with each webmaster. If a webmaster discovers, or receives a report about actions which could be in contravention of our web policy the webmaster is empowered to enter into a dialogue to examine whether this is in fact the case. If there has been a breach of the web policy, the webmaster will
  • induce the person concerned to make changes
  • immediately block the information in question on the web if:
    • the person concerned refuses to change/delete the information in question, or
    • cannot be contacted within a reasonable period of time
  • report the matter to the web council if agreement cannot be reached.
If the webmaster is in doubt about his/her assessment, the web council can be contacted. If the person concerned is dissatisfied with the decision of the webmaster he/she can have the matter reviewed - following a written request - by the web council.

The web council is a resource available to webmasters to discuss various issues and to decide on matters of a less-complicated nature. These decisions are reached following delegation by the President, who has the final say in all other matters.

Sanctions

Chalmers' aim is to swiftly, correctly and through open dialogue between the webmaster and the person concerned assess whether or not the web content is acceptable. However, any decision regarding measures and sanctions to be taken rests with the webmaster.

If a correction is not made according to the decision of the webmaster, the part or parts of the website which are in contravention of the Chalmers web policy will be blocked, deleted or turned off. Exactly what will be removed and for how long the person concerned will be denied the right shall be decided from case to case.

Miscellaneous

All questions, problems and other matters relating to what takes place on the website should be directed to the webmaster responsible for the website in question.

Chalmers assumes that any student or employee at Chalmers or participating GU departments who disseminates information on computers found within the chalmers.se Internet domain will bear in mind the good name and reputation of Chalmers in Sweden and abroad.

Each school should inform its students during the data introduction course about current policy and they should provide an easily understood summary of the laws governing publication on the Internet. All employees should be informed of current policy and this information should be included as part of the induction course for new employees.
